#3402 You will see a list of people in your party. Select the person who you want to use the item on, and press the A Button.
#3403 Select "All" to see all of your items at once, or select "Potions", "Books", "Candies" or "Miscellaneous" to see only that type of item.
#3404 Press up or down on the Control Pad to select the item you want, then press the A Button to use it.
